Cleansing oils are a staple for me. They take away makeup quickly, effectively and with minimal tugging on the skin. But I’ve never tried cleansing oils to foam before! When I was offered the opportunity to test out the new Neutrogena cleansing oils, I immediately said yes.
Neutrogena’s new cleansing oil to foam comes in three different types to cater to the different skin needs. Housed in a plastic casing, the packaging is no-frills. Just a basic bottle (but colourful), and a pump that dispenses just right amount of product each time. The cap is secure so you don’t have to worry about leaks and spills when traveling with this.
How To Use:
Dispense 2-3 pumps of product on hands and gently massage onto face to remove make-up. Secondly, apply a small amount of water to activate the transformation into a rich creamy foam. The bubbles will wash off all residues for a clean, refreshing feeling.
It dispenses as an oil, but when you apply to your face and work it into your skin, it turns into a light, creamy lather. As per the directions, I applied two pumps to dry skin, gently massaging onto face in a circular motion. If I need more, I’ll use one more pump. Then I proceeded to add a little bit of water to create a lather. The oil foams up so well once emulsified.
The oil itself is thick and not too runny. It has a strong fruity scent which lingers for a short while after I washed away the oil. But rest assured that the scent for all three oils are not offensive or overpowering. I need a good oil-based cleanser when it comes to removing makeup as my makeup/skincare routine contains waterproof makeup. Usually my sunscreen, mascara and liquid lipstick are waterproof so I need a cleanser that’ll remove them all! I tested all three cleansing-oil-to-foams with the same concealer, blush, eyeshadow, liquid eyeliner and lipstick.
I did not take pictures of it foaming up after I started adding water. With both hands covered in oil, I couldn’t take any photos. According to Neutrogena, you don’t need to double cleanse with this. Meaning, you don’t have to wash your face after using its cleansing oil! I find that true as my skin felt clean and looked fresh after cleansing, yet it doesn’t feel “stripped” or dry. I detest how some cleansing oils leave behind an oily residue, but this one didn’t (yay!).
Here are the results with the three cleansing oils. I apologize in advance for the inconsistent lighting. :\
Brightening Cleansing Oil-to-Foam (pink)

Hydrating Cleansing Oil-to-Foam (green)
First we have the Deep Clean Brightening Cleansing Oil-to-Foam, which is said to contain mulberry extract which is rich in Vitamin C and B3 to brighten dull skin.
Ingredients for the brightening cleansing oil to foam: Water, Lauryl Glucoside, PEG-80 Sorbitan Laurate, Cocamidopropyl Betaine, PEG-40 Hydrogenated Castor Oil, Glycerin, Phenoxyethanol, Chlorphenesin, Citric Acid, Fragrance, Disodium EDTA, Butylene Glycol, Rosmarinus Officinalis (Rosemary) Leaf Extract, Morus Alba Root Extract
The mulberry extract is listed as Morus Alba Root Extract which is unfortunately the last ingredient on the list. When reading the ingredient list, always remember that ingredients are always listed in proportional order with highest quantities at the top of the list. This means that the mulberry extract is present in small quantities. Nevertheless, I did observe a brightening effect to my skin! 😀 I did notice that it wasn’t able to remove my liquid eyeliner fully.
Next we have the Deep Clean Cleansing Oil-to-Foam. For some reason, this was the most under-performing out of the three. It did not fully remove my eyeliner and there were still traces of concealer left behind. This uses the original formula which rosemary extract to refresh and sooth the skin, while maintaining a balance in the skin’s moisture levels.
Lastly, we have the Deep Clean Hydrating Cleansing Oil-to-Foam. This removed my makeup completely. I’m in love with it! This version contains cucumber extracts (low in the ingredient list once again) to help the skin stay soft and moisturized. I won’t say my skin felt really moisturized with this, but it certainly didn’t feel dry or dehydrated.
Be careful not to get this product in your eyes like I did. 🙁 It stung a little, so I quickly washed with water. I believe that if you were to apply my force, aka massage harder, you’ll be able to successfully remove all traces of makeup with all three bottles. However, I don’t like to rub my face too much so that is probably why the makeup weren’t removed completely.
Overall, I highly recommend the Neutrogena cleansing Oil-to-Foams! They are budget friendly compared to other brands which cost an arm and a leg. Each bottle contains 142ml will certainly last you quite a while.
If you have normal, combination or oily skin, I recommend the Cleansing Oil-to-Foam (blue bottle). For dry skin types, you can try the Brightening (pink) or Hydrating (green) versions. 🙂 For those who are new to oil-based cleansers, these would be a great introduction to the concept of oil cleansing.

The green foam seems to work amazing for removing that makeup! I haven’t tried any of these yet, but I am curious about them now! It sucks when products sting your eyes. Definitely not a fan of that. Great review. 🙂
